Unable to connect to Discover for ArcGIS Cloud Licensing error -17

Occurrence

I am trying to connect to a cloud license but receiving a Communications Error (error code -17)

Solution

Firstly double check your Client ID and Password are correct.

Check with you IT that the port numbers listed in the original fulfillment email are opened for access to the URL ls53.rlmcloud.com

If possible try a different internet connection to activate on, i.e. hotspot your smartphones mobile data, and connect to its hotspot wifi. Or If possible take your laptop home or to a cafe public wifi connection to try and activate, and then take the license offline to use.

To test is a TCP port is open you can use telnet and follow these steps -

1. Go to your computer's Control Panel>Programs>Turn Windows Features on or off.
2. Scroll down the list and tick "Telnet Client" and click OK.
3. Restart your computer to apply the changes.
4. Then go to the start menu and search "cmd" and open a command prompt
5. Type in "telnet ls53.rlmcloud.com 5103" and hit enter. 5103 is the port number that your are testing.
6. If a empty black screen opens with the title "Telnet ls53.rlmcloud.com" then the test is successful. If it stuck on "connnecting...." or any error message the port it no opened.

7. Repeat the test on the other TCP Port number that is required to be opened.
