This bug was fixed in the Mapinfo Pro 16.0.2 patch which can be downloaded from here -
SQLite Error creating section in Discover 2016 or 2017
If an error dialog is thrown when creating Drillhole sections in Discover 2016 or 2017, this most likely is due to a date/time field in one of your Drillhole Project files.
