How can I view the Features Toolbar?

To view the Features toolbar ensure that the Features button is active on the Main toolbar i.e.

With this button activated the Features toolbar will appear but it will be disabled (greyed out). This toolbar
will only become active once a Feature Set is created or opened in a feature database and added to a
display window and made "editable" by selecting the pencil icon located to the right of the Feature
branch in the workspace tree.

How can I activate the Feature Toolbar?

Activate the Feature picking toolbar by adding a Feature Set to the current display window (this Feature Set should then also be visible in the workspace tree). Then click on the Editable icon (shaped like a pencil) located directly to the right of the Feature Set branch in the workspace tree.
The Feature picking toolbar will then be activated.
